The Sakhalin Project

CCCS has been advising the Sakhalin Energy Investment Company (Gazprom, Shell, Mitsui, and Mitsubishi) on Indigenous People’s Issues, most specifically by first writing the Sakhalin Indigenous Minorities Development Plan (SIMPD) and then by serving as External Monitor for the SIMDP.

IFC in their new handbook on stakeholder engagement, points to this plan as a model of international “good practice.” The World Bank’s draft Guidebook on Indigenous Peoples also praises the SIMDP as a good practice example of stakeholder engagement.

 

The Tangguh Project

CCCS has been working with the project sponsor and lenders to integrate Indigenous Peoples issues and the needs of other marginalized people in the Papua region of Indonesia into the project's Integrated Social Plan.

From the Sakhalin Energy Project (Russia)

It's a great honour to give a feedback about Greg Guldin's work with Sakhalin Indigenous Minorities.

I met Greg 3 years ago. Since that time we have become real friends. For a long time we, together at SEIC (Sakhalin Energy Investment Company), were members of the project’s Working Group, which resulted in a ground-breaking development in the history of Indigenous Peoples (IP) relations with oil companies in Russia: the creation of the Sakhalin Indigenous Minority Development Plan (SIMDP).

Under the SIMDP Indigenous Peoples are true partners and involved in meaningful plan governance. Now in the 2nd year of its realization, the SIMDP is providing critical help in education, health, traditional economics and culture.

Greg's best feature is his ability to listen and to truly hear. IP treat him with great respect and trust him. He is a very experienced professional and he is also quite humane. His suggestions and constructive criticisms are useful, and truly helpful. Visiting IP communities, he went fishing and hunting with our men and women, ate traditional food—and was always full of humour! Our people like talking with Greg; he now knows many Russian words since he is a quick learner.

We want Greg to visit our island more often, because he influences us positively and inspires both Indigenous People and the Company SEIC!

Tangguh LNG Project Social Investment Program (Indonesia)

Dr. Guldin was appointed by ERM to undertake the Due Diligence of the Indigenous Peoples aspects of Tangguh LNG project in Papua, Indonesia. His knowledge of ADB IP requirements was a major benefit to the project as it was to the Due Diligence process on behalf of the lenders to the project. He completed his evaluation and reporting of IP to the highest international standard.

Dr Guldin is a very knowledgeable and experienced international consultant with wide experience in IP issues and a fund of information.
